Opportunity Information: Apply for DOS NBO PDS FY23 002

The YALI Festival(s) 2023 grant opportunity is a competitive funding call from the U.S. Embassy Nairobi, Public Diplomacy Section (U.S. Department of State) for an organization to design and deliver a series of festival-style public events across Kenya. The core idea is to bring the Young African Leaders Initiative (YALI) closer to communities by showcasing the real-life experiences of YALI alumni, sparking community discussions on issues that matter to both Kenya and the United States, and building a stronger public understanding of YALI resources and U.S.-Kenyan cooperation. Projects must be implemented in at least three different locations within Kenya and should primarily target Kenyan audiences, though the program may also involve selected YALI alumni from the wider region.

Program activities are expected to feel energetic, interactive, and community-facing rather than like a traditional conference. The festivals should feature compelling short-form talks delivered by YALI alumni, modeled after formats like TED Talks or Ignite Talks, using themes and materials from the YALI Network (yali.state.gov). Beyond talks, the Embassy expects engaging entertainment and creative components such as poetry slams, open mic sessions, or similar participatory activities that connect back to YALI Network campaigns and messages. A key requirement is creating structured opportunities for participants to interact directly with alumni, for example through speed mentoring, networking sessions, or guided discussions tied to YALI Network resources, pledges, or learning materials.

The implementing organization is responsible for end-to-end execution, including recruiting and coordinating active alumni participation in collaboration with the Embassy, ensuring events are inclusive and safe, and handling all logistics. That means planning and paying attention to practical details such as advertising and outreach, registration systems, security and health and safety measures, accessible venues, and accommodations like sign language interpretation or other supports needed for inclusive participation. It also includes arranging venues, transport and lodging if necessary, audiovisual and IT support, catering, and any other operational requirements for smooth delivery across multiple sites.

Visibility and outreach are a major part of the project. In coordination with the U.S. Embassy Nairobi, the grantee is expected to secure media and press coverage and run robust social media promotion and documentation. This can include drafting and distributing media advisories and press alerts, producing photo and video content, graphic design, livestreaming and other online event support, and producing branded materials for the campaign or giveaways. The project must also include monitoring and evaluation activities, such as surveys and other feedback tools, to measure reach and impact. Proposals should also show readiness to adapt if public health requirements change, including clear contingency plans that keep events compliant and safe without losing momentum.

Substantively, the festivals must reinforce the larger goals of the YALI family of programs: building leadership skills and empowering young Africans across the themes of Business, Civic Engagement, and Public Management. Proposals are expected to spotlight successful alumni from the YALI Mandela Washington Fellowship (MWF) and YALI Regional Leadership Center (RLC) programs, emphasizing concrete community contributions and results that followed from their YALI experiences. The festivals should also introduce or deepen community awareness of what the YALI Network offers and connect audiences to relevant U.S. Embassy resources, while leaving participants with a stronger, positive view of U.S.-Kenyan collaboration on shared priorities and globally important issues.

This award is structured as a cooperative agreement, which means the U.S. Embassy Nairobi will play a hands-on role throughout planning and delivery rather than simply providing funding and stepping back. The Embassy will have involvement and final approval over speaker and presenter selection (including emcees), public agendas and event design, the themes and materials highlighted and distributed, and the public communications strategy and language (including social media content, advertising, media outreach, and branded items). The Embassy will also participate in developing and reviewing the monitoring and evaluation plan, making coordination and responsiveness to Embassy input central to successful implementation.

The primary intended audiences include YALI alumni and potential YALI participants, generally ages 25 to 35, described as visionary change-makers already active in their communities. The opportunity (Funding Opportunity Number DOS NBO PDS FY23 002) was issued by the Department of State, U.S. Mission to Kenya, with an award ceiling of USD 60,000, one expected award, and an original application closing date of April 30, 2023.
